Cool production, and thank you for exposing missing emulation in vice.

I have added timer emulation to the current trunk of the vice emulator project and the demo now detects the presence of the sfx se.

Please note that WinVICE 3.1 emulation of the SFX Sound Expander is not 100%. If you run Vibrants FM, and have the SFX Sound Expander enabled, it will still say it could not detect the SFX Sound Expander. This is normal (WinVICE bug), just wait until the program starts. It will work. On real hardware the SFX Sound Expander is detected correctly! See also the Summary here, or read the readme.txt
